It is an application that will help you if you have a large amount of music in your PC. Playlist Maker can also save all the playlists in the same folder, and so you can then just choose the one you want.
The names for the created lists in Playlist Maker are also assigned automatically according to the names of the folders where the files were found, or based on their ID3 tags. Playlist Maker is a directly runnable file and requires no installing.
